In need of a robust alert system for municipal operations that affected city residents, I provided an analysis of our current technical state and scoped a solution that could be built on existing technological systems and frameworks to deliver a pilot SMS and email alert tool when limited funds and resources were available, leading the project to an on-time launch and an inital sign-up of over 30k users.
Key Methodologies
Project Delivery – Led a cross-functional team to scope, design, fund, develop and deploy a multi-stakeholder public notification platform (my.edmonton.ca) at the City of Edmonton in coordination with an external vendor developing in an Agile environment
User-based Design – As a lead product owner, designed and implemented numerous user engagement design and field testing efforts, technology prototyping, acceptance testing, and qualitative analysis reviews of new and integrated technologies
Core Technologies
Drupal – The core platform upon which the notification tool was built was a custom version of Drupal managed and extended by our at-the-time vendor, but understanding the capabilities and limitations of this system was key to making it work effectively as a platform for notification management.
Twilio – The backbone of the send functions of the system were built on a third party communications web service for which the deployment and management fell to the project group.
